申办过程

最初有两座城市申办赛事，一个是南非的德班，一个是加拿大的埃德蒙顿，后来埃德蒙顿于2015年2月退出，德班成为2015年9月截标时唯一一个申办方^[3]。作为唯一的申办方，德班铁定拿下赛事主办权。德班原本计划申办2020年或2024年夏季奥运会，后来改为重点申办2022年英联邦运动会^[4]。若申办成功，德班将成为非洲首个举办英联邦运动会的城市，而南非将成为2010年主办国印度之后第二个承办的英联邦共和国（英语：Republics in the Commonwealth of Nations）。按照原计划，比赛将在已故南非总统纳尔逊·曼德拉诞辰纪念日2022年7月18日开幕^[5]。后来2017年2月有消息指德班陷入财政困境，无法主办赛事^[6]，最终德班于一个月后的2017年3月13日被英联邦运动会联合会撤销主办权^[7]。

 

伯明翰图书馆亮灯庆祝伯明翰赢得2022年英联邦运动会主办权

赛事的申办程序于2017年3月重启，英国城市伯明翰和利物浦表达了主办意愿^[8]。同年3月14日，曼彻斯特表示有意申办^[9]。与此同时，伯明翰、利物浦、伦敦和曼彻斯特也考虑联合举办^[10]。

2017年4月，英国政府请求各市议会积极参与申办^[11]，结果只有伯明翰和利物浦向数字化、文化、媒体和体育部递交正式申请^[12]，伦敦因准备2017年世界田径锦标赛及残疾人田径锦标赛（英语：2017 World Para Athletics Championships）放弃^[13]。2017年4月27日，曼彻斯特市议会宣布退选，但会考虑和其他城市合办^[14]。2017年9月初，伯明翰击败利物浦，成为英联邦运动会主办权的最佳人选^[15][16]。

英联邦运动会联合会宣布提名截止日期为2017年9月30日，主办城市有望在2017年底揭晓。英格兰英联邦运动会委员会（英语：Commonwealth Games England）在截止日期前提交了伯明翰的申请^[17]。然而联合会认为伯明翰的申请不符规范，将期限延长到了同年11月30日^[18]。联合会就伯明翰的申办提出了170个问题^[19]。2017年12月21日，伯明翰正式接任德班，成为2022年英联邦运动会主办方^[2]。英联邦运动会联合会主席露易丝·马丁（Louise Martin）在伯明翰竞技场学院（英语：Arena Academy）的新闻发布会上公布了消息^[20]。

准备工作

赛事的筹备与举办工作由伯明翰2022年英联邦运动会组织委员会（英语：Birmingham Organising Committee for the 2022 Commonwealth Games）负责^[21]，包括赛事、场馆、比赛管理、门票销售、开闭幕式及女王圣火传递。2022年12月以前，组委会办公地点设在布林德利广场一号（英语：Brindleyplace#One Brindleyplace）^[22]。

2018年3月，组委会向赛事联合会支付2500万英镑（3500万美元），其中2000万英镑（2800万美元）为比赛主办费用、500万英镑（700万美元）为开发费用^[23]。

2018年7月，英国首相文翠珊任命约翰·克拉布特里（英语：John Crabtree (businessman)）出任组委会主席^[24]。2019年1月，伊恩·雷德（Ian Reid）获任命为组委会首席执行官^[25]。2019年6月6日，英国政府一项针对英联邦运动会的法案，禁止私自出售赛事门票，保障比赛场地周边交通顺畅，全面保护商业权益，确保政府出资符合财务适当性规则^[26]。法案获得英女王御准，2020年6月25日以《2020年伯明翰英联邦运动会法》（Birmingham Commonwealth Games Act 2020）立法^[27]。

2020年6月，消息指赛事将延后一天举行，以避免和因2019冠状病毒病疫情推迟的体育赛事撞车，特别是7月6日到31日在英国举行的2022年歐洲女子足球錦標賽（英联邦开幕式会和其中一场半决赛撞车）以及7月15日到24日2022年世界田径锦标赛最后一天^[28]。所有运动员及随行官员需要凭PCR检测阴性结果出入境，比赛期间的病例会逐例处理，被感染的运动会无需退赛，或是公开自己的感染情况。澳大利亚英联邦运动会委员会（英语：Commonwealth Games Australia）认为做法没有预期严格，比较“舒服”，他们原本还想对选手采取更严格的生物安全协议，以确保他们的安全^[29][30][31]。

运动员村

组委会为各代表团安排了三个临近比赛场馆的校园作为运动员村，包括伯明翰大学、华威大学和英国国家会展中心（英语：National Exhibition Centre）酒店校园，分别容纳1600人、1900人和2800人住宿^[32]。

拆卸前的A34号公路立交桥

 

翻新过的大学站

经伯明翰市议会2019年10月同意，位于佩里巴尔（英语：Perry Barr）的A34号公路立交桥被拆除，以配合地面双车道及自行车道工程，改善公共交通服务。工程耗资2710万英镑^[33]。

市议会于2020年1月宣布拆除佩里巴尔的国家快运长途客车站，为运动员村二期工程腾出空间^[34]。客车站之后会在阿斯顿巷（Aston Lane）附近的市议会产权土地上重建^[35]，成本1600万英镑，是原本预估的八倍^[36]。

服务伯明翰大学的大学火车站（英语：University railway station (England)）会被翻新，预计在运动会前完工。伯明翰大学将承办曲棍球和壁球赛事。伯明翰建筑公司联合建筑（英语：Associated Architects）设计了新站的总体方案，包括在伍斯特（Worcester）和伯明翰运河（Birmingham Canal）上方设立一座新的人行天桥。新建的车站位于旧站旁边，预计每年能接待700万乘客，是目前旧站客流量的两倍。翻新计划成本约2200万英镑^[37][38]。2020年7月，消息指成本已上涨到5600万英镑，其中1200万由英国政府资助^[39]。

西米德兰兹交通（英语：Transport for West Midlands）负责在赛事期间提供及时的城际客车服务。全新的Sprint客车路线沿A34号公路（英语：A34 road）和A45号公路（英语：A45 road）行驶，往返于沃爾索爾和伯明翰机场、索利赫爾和沃尔索尔（途径伯明翰市中心（英语：Birmingham city centre））之间^[40]。该服务采用零碳模式，拥有交通信号灯优先行驶权，行驶于扩宽过的公交道，上车过程快捷，通行时间与可靠性会有所提升^[41]。西米德兰兹联合管理局（英语：West Midlands Combined Authority）董事会随后批准这个耗资8800万英镑的方案，该路线将把上班通勤及赛事观众带到亞歷山大體育場、Utilita伯明罕體育館及名胜世界竞技场（英语：Resorts World Arena）等主要比赛场地^[42][43]。

成本与融资

正式向英联邦运动会联合会递交申请的时候，申请委员会表示赛事成本为7.5亿英镑^[44]。2019年6月25日，英国政府宣布赛事成本达7.78亿英镑，其中英国政府出资75%（5.94亿），伯明翰市议会出资25%（1.84亿）^[45]。相关成本比2018年黄金海岸9.67亿的花费要低，但是比2014年格拉斯哥5.43亿要高。赛事将会是2012年伦敦奥运会（88亿英镑）以来英国成本最高的体育赛事^[46]。具体成本需要到比赛结束后才公布。

门票

赛事门票预计发行100万张^[47]。

安保

西米德兰兹警察（英语：West Midlands Police）表示会在赛事期间派出3,000名警察巡逻，其中1,000名来自西米德兰兹警察局，2,000名抽调自其它部队^[48]。

女王权杖传递

 

新西兰总督辛迪·基罗与丈夫理查德·戴维斯（英语：Richard Davies (doctor)）手持火炬权杖展示。

权杖传递活动于2021年9月29日揭晓。权杖由津巴布韦艺术家劳拉·尼亚胡耶（英语：Laura Nyahuye）联合Raymont-Osman Product Design及Kajul设计，采用失蜡法打造，原材料为代表金银铜牌的铜、铝和黄铜，配以一条庆祝伊利沙伯二世登基白金禧紀念的铂带。权杖内建360度全景相机一套连接心率监测器的LED灯（两人手持会有不同的光效），以及多个记录环境状况的传感器，相关数据在传递活动过后交由伯明翰大学团队分析^[49][50][51] 。据尼亚胡耶介绍，权杖外型象征英联邦各国及人民，代表着传递活动的“真诚与真实”。为了体现这两个目标，权杖没有使用贵金属，而是用了铜，而铜会在传递过程中氧化，形成一层铜绿^[50]。

活动于2021年10月7日在白金汉宫启动，历时294天，跨越72个英联邦国家及地区。英女王伊丽莎白二世将自己的字条放进权杖，之后把权杖交给了英国帕拉田徑兼單車（英语：Para-cycling）运动员卡迪娜·考克斯（英语：Kadeena Cox）。到了开幕式，权杖将交由威爾斯親王查爾斯，由他读出女王的消息，宣布运动会正式开幕^[52][53]。

赛事共动员15座比赛场地，横跨西米德兰地区，其中7座（包括田径赛场及马拉松比赛路线）位于伯明翰。位于邻市索利赫爾边陲的英国国家会展中心（英语：National Exhibition Centre）园区启用展厅作为比赛场地，此外还有国展中心竞技场（英语：Resorts World Arena）。考文垂、坎诺克狩猎森林（英语：Cannock Chase）、皇家利明頓溫泉、桑德韦尔（英语：Sandwell）、華威和伍爾弗漢普頓等六个地区也参与承办。位于东伦敦斯特拉福特的倫敦室內自行車館承办场地自行车赛^[54]。

会徽

会徽于2019年7月27日在百年广场（英语：Centenary Square）举行的英联邦零距离（Commonwealth Social）活动中揭晓，由伯明翰设计所RBL设计，以皇家利明頓溫泉为原型，由蓝黄渐变线条组成的三角“B”字形状组成，象征着西米德兰各比赛场馆的连线。该会徽首个采用英联邦运动会联合会新品牌“Commonwealth Sport”的标识。当地居民与社交媒体对会徽持正面看法，部分人认为媲美伦敦奥运会和残奥会的标志^[117][118]。

吉祥物

 

吉祥物公牛佩里的设计师艾玛·楼（Emma Lou）

吉祥物是一头五颜六色的公牛佩里（Perry），由博尔顿的10岁少女艾玛·楼设计，名字来源于伯明翰的佩里巴尔地区，也就是佩里公园和田径赛场亚历山大体育场所在地。一直以来，公牛是伯明翰的象征^[125]。
