外國人若要入境烏克蘭，需要出示烏克蘭簽證後才能入境，除非該國護照持有人具有免簽證或者落地簽證的資格。^[1]

烏克蘭與安提瓜和巴布達於2018年2月5日簽訂180日內逗留90日的免簽雙邊協議,並將在短期內生效。^[42]

落地簽證

以下34國家的護照持有人，可以在經由基輔鮑里斯波爾機場，基輔國際機場或敖德薩國際機場入境烏克蘭時，辦理落地簽證，停留期限最多為15日:^[43][44][45]

在辦理落地簽證時，該護照持有人需要提供以下其中一項證明文件: 邀請函或旅客身份證明文件(例如酒店行程表或確認投資的文件)。

非普通護照

此外，只有柬埔寨, 中華人民共和國, 古巴, 多明尼加共和國, 埃及, 伊朗, 科威特, 寮國, 摩洛哥, 秘魯, 卡塔爾, 新加坡, 泰國, 土庫曼, 烏拉圭, 委內瑞拉和越南的外交或官方/公務護照以及印度和墨西哥的外交護照持有人可以以免簽證方式進入烏克蘭。

目前已經簽署對  印度尼西亞的外交和公務免簽證協議，但仍未正式生效。^[46]

電子簽證

烏克蘭在2018年1月向45個國家推出電子簽證。簽證費用為65美元，可逗留烏克蘭30日。^[44][47]

克里米亞

由于克里米亞地區實際上已经改由俄罗斯控制，因此，外国人进入该地区需要出示俄罗斯签证^[48]。但此举遭到了乌克兰政府的反对^[49]。

2014年4月17日，克里米亞年輕女性將被嚴格列管，除特殊許可一概禁止入境烏克蘭^[50]。

烏克蘭東部

顿涅茨克州、卢甘斯克州的部分地區事實上已經改由親俄羅斯武裝部隊控制。自稱為頓涅茨克人民共和國和盧甘斯克人民共和國。兩國共和國被稱為反恐活動區域（烏克蘭文: Зона АТО）。2014年11月，烏克蘭政府加緊對兩個地區内所有人员出入境的政策。烏克蘭公民必須出示護照，而外國人也要解释其出入境目的。而通過俄烏邊界中不受烏克蘭控制的檢查站是違法的，遊客將無法繼續進入烏克蘭。^[51][52]

烏克蘭自2018年1月1日開始在邊境管制站向以下70個國家實施生物特徵管制（指紋和拍照）： 阿富汗、阿爾及尼亞、安哥拉、孟加拉、貝寧、博茨瓦納、布基納法索、布隆迪、喀麥隆、佛得角、中非共和國、查德、科摩羅、剛果、剛果民主共和國、象牙海岸、吉布提、埃及、赤道幾內亞、厄立特利亞、埃塞俄比亞、加蓬、甘比亞、加納、畿內亞、畿內亞比索、圭亞那、伊朗、伊拉克、約旦、肯亞、吉爾吉斯、黎巴嫩、萊索托、利比利亞、利比亞、馬達加斯加、馬拉維、馬里、毛里塔利亞、摩洛哥、莫三比克、納米比亞、尼日爾、尼日利亞、朝鮮、巴基斯坦、巴勒斯坦、巴布亞新畿內亞、俄羅斯、盧旺達、聖多美和普林西比、塞內加爾、獅子山、索馬利亞、南蘇丹、斯里蘭卡、蘇丹、斯威士蘭、敘利亞、塔吉克、坦桑尼亞、多哥、湯加、突尼西亞、烏干達、越南、也門、贊比亞、津巴布韋。^[53]

39. The agreement was concluded between the USSR and North Korea in 1986. The terms of the agreement allowed visa-free entry for group and individual trips with a tourist document. Tourist documents define the national tourism organizations. After the collapse of the USSR, Ukraine and North Korea have not determined the form of the tourist document for visa-free travel.
