發展援助提供國列表
许多非私人捐助者提供了国际发展援助。下列表格根据经济合作与发展组织为其发展援助委员会（DAC）會员國公布的政府发展援助（ODA）数据。经济合作与发展组织出版物中，包括的非发展援助委员会的成員将单独列出。
以國民所得毛額（GNI）比例計，瑞典对发展援助的贡献最大，佔GNI的1.40％，阿联酋、挪威、卢森堡、丹麦、荷兰和英国等国的政府发展援助项目也超过联合国定下佔GNI 0.7％的目标。[1]与其他经济联盟相比，欧盟的外援有着更高的GDP比例。[2]2015年最大的捐助国是美国、英国、德国、日本和法国，尽管中国不是发展援助委员会的成员，单其捐款总额高于任何一个国家，以GNI百分比計是美国的两倍之多。
政府开发援助 编辑
符合政府发展援助必须包含三个要素：
- 由官方部门（即一国政府或政府机构）承担；
- 以促进经济发展和福利为主要目标
- 在优惠的金融条件（即有利的贷款条件）。
因此，政府开发援助并不包括私人捐款。
欧盟成员国（不包含欧盟机构）的贡献总额为738亿美元。[1]
