塑料微珠

塑料微珠（英語：Microbeads）是一类通过工业生产制成的、直径小于1毫米的固体塑料微粒。[1]这些微粒通常由聚乙烯制成，但也有部分由聚丙烯、聚苯乙烯等材料制成。因其有去除角质与死皮（英语：exfoliation (cosmetology)）之效果，故在牙膏等个人护理产品中有广泛应用。生物医学以及医疗卫生科学领域也会使用塑料微珠。[2]市售的一支磨砂洗面奶中可能就含有超过30万颗的塑料微珠。[3]

洗面奶中的塑料微珠

塑料微珠易造成塑料颗粒水污染，影响水生生物从而造成环境灾害（英语：environmental hazard）。塑料微粒在水中可以残留数千年而不消失，即便是可以生物降解的类型，也很难在短时间内降解。[4]

在美国，2015年无微珠水域法案（英语：Microbead-Free Waters Act 2015）分阶段禁止了塑料微珠在水洗化妆品中的使用。[5][6]台湾已经立法禁止塑料微珠的生产与进口。[7]中国的业内人士称内地的塑料微珠使用量不大，且已经大幅减少，但2018年底前环保部应会有相关法规出台。而在香港，无塑海洋等环保组织也在努力使香港业界各企业开始停止使用塑料微珠。[8]

用途与归类 编辑

塑料微珠是指工业生产得到的直径小于1毫米的固体塑料颗粒。[9]这类塑料通常由聚乙烯、聚丙烯和聚苯乙烯等常见塑料的微粒组成。[10][11]

牙膏、洗面奶等个人护理产品中会加入塑料微珠，将其作为去角质剂使用。[12]因其颗粒直径相对统一，日用品（如沐浴乳、洗面奶等）中加入的塑料微珠产生了球向效应，增加了润滑性，使得此类产品使用起来会有丝滑的感觉。化妆品中常加入彩色的塑料微珠以增加其视觉吸引力。[13]此外，非处方药（即OTC药物[註 1]）中也可能加入塑料微珠。

部分塑料微珠（英语：microbead (research)）在显微镜检查、流体成像、流体分析、流程故障检查中有所应用。[15][16]

环境影响 编辑

来源与分布 编辑

一般情况下，污水處理设施的滤网无法将被冲刷进下水道的塑料微珠滤出，从而使其进入河流水道，最终导致塑料颗粒水污染。[17]在美国，塑料微珠已污染五大湖，湖面的微塑料颗粒密度非常高，尤其是伊利湖。据纽约州立大学研究，五大湖表层平均每平方英里就悬浮着1500至110万个微塑料颗粒。[18]

潜在危害性 编辑

塑料微珠可以吸收并富集农药和多環芳香烴等污染物。[12][19]一项研究显示，微塑料的摄入对动物幼体伤害有限。[20]但也有研究显示，吞食过塑料的鲈鱼会做出异常行为，导致其无法注意到捕食者而更难存活。[21]小型鱼类、两栖类、鸟类、大型哺乳类动物等几类动物都可能误食塑料。误食之可能造成其中毒，这些毒物亦可通过食物链不断富集，从而危害其他物种。通过该途径在食物链中转移的有害物质包括多氯聯苯（PCBs）、DDT、多環芳香烴(PAHs)等疏水性污染物。[22]

其危害性相关的研究有待完善，动物实验显示了这些污染物对动物行为的影响，[23]但未有直接证据显示这些污染物可以转移到人类身上并造成影响。[24]对塑料微粒的检测技术水平限制了相关研究。[25]当前的诸多对塑料微珠的限制措施是一种预防性措施。[26]

替代物 编辑

塑料微珠有许多天然或易于生物降解的替代品（如海盐、椰子壳、燕麦、杏仁或可可巴油（英语：Jojoba）等皆是优质的天然去角质剂）[27]。这些替代品被冲洗进下水道，接触自然环境之前，一般都会被分解或过滤。Burt’s Bees和屈臣氏旗下的聖艾芙将使用杏仁核和可可壳来代替塑料微珠。[28]

2012年，北海基金会发布了一项手机应用程序，使荷兰的消费者得以了解到个人护理产品中含有塑料微珠这一事实。[29]2013年夏，联合国环境署与英国NGO野生动植物保护国际（英语：Fauna and Flora International）合作开发针对国际用户的手机应用程序，这一程序成功推广后，许多跨国企业停止了塑料微珠的使用。[30]

在美国，禁止塑料微珠的使用、生产和销售的法案数量呈增长趋势，许多化妆品公司已经开始逐步转变产品线。[31]萊雅打算在2017年前逐步停止旗下产品中塑料微珠的使用。[32]強生公司在2015年底开始逐步禁用塑料微珠，在2017年底前将在产品中全部停用塑料微珠。[33]佳洁士在2016年1月前逐步禁用在牙膏中塑料微珠。全球范围内的禁用在2017年底前完成。[34]

荷兰 编辑

2014年，荷兰政府宣布其有在2016年底以前禁止在化妆品中使用塑料微珠的打算。荷兰亦因此成为最早在立法方面提出塑料微珠禁令的国家。[35]荷兰环境部（英语：Ministry of Infrastructure and the Environment）大臣威尔玛·曼斯菲尔德称乐见于生产贸易组织荷兰美妆业协会禁止该类产品生产与销售。[36]截至2017年，80%的该贸易组织成员应完成生产转型过渡。[37]该贸易组织成员包括联合利华、萊雅、高露洁-棕榄、汉高公司和強生公司等跨国龙头企业。[38]

全国范围 编辑

2014年，众议员弗蘭克·帕隆提出《无微珠水域法案》，旨在禁止各州间含塑料微珠的水洗化妆品之工业生产与引进。2015年12月7日，美国众议院通过法案修正案，缩小了原提案中的水洗化妆品定义范围；[39]美国化学理事会（英语：American Chemistry Council）以及其他工业组织集团支持修改后的这一法案；[12][40][41]2015年12月8日，美国参议院通过了这一法案；12月28日，总统签署了这一法案；[39]2017年7月，该法案生效。（参见H.R. 1321 （页面存档备份，存于互联网档案馆））

各州政府 编辑

各州中，伊利诺伊州首先立法禁止含塑料微珠产品之生产与销售。两项禁令分别在2018年与2019年生效。[42]贸易组织个人护理产品理事会（英语：Personal Care Products Council）公开支持了该州的禁令。[43]

截至2015年10月年 (2015年10月-Missing required parameter 1=month!)，除加利福尼亚州外，美国各地都允许使用可生物降解的塑料微珠。[44][45]強生公司和宝洁对加州的禁令表示反对。[46]

2014年，相关立法并未能在纽约州投票通过。[59]

地方政府 编辑

2015年，纽约州的伊利縣通过法令，禁止销售与分发一切个人护理产品用塑料微珠（包括可生物降解的塑料微珠）的地方禁令，这在纽约州尚属首例对塑料微珠的禁令。[60]截至2015年9月年 (2015年9月-Missing required parameter 1=month!)，该禁令仍是美国各地最严厉的禁令。[61]该禁令于2015年8月12日通过，[62]于2016年2月生效，也是纽约州最先生效的对塑料微珠的禁令。2015年11月，其它四个纽约州县市也通过了类似法案。[63]

加拿大 编辑

2015年5月18日，加拿大国会议员约翰·马凯（英语：John McKay (politician)）提出C-680法案，申请禁止塑料微珠的销售。[64]

安大略省议会亦提出禁止塑料微珠的议案，其也因此成为加拿大各省中最先提出此类议案的省份。[65]这份议案提议禁止化妆品、洗面奶等洗护、清洗用品所使用之塑料微珠的生产；此外，该议案也提议对加拿大所属五大湖地区水样进行年检。[65]

魁北克省潘特克莱尔（Pointe-Claire）市长莫里斯·特鲁多以及市议会成员呼吁市民签署请愿书，要求加拿大政府与魁北克省政府禁止塑料微珠用于化妆品与清洗用品。市长莫里斯·特鲁多称“魁北克省对塑料微珠的禁令，会促使厂商们停止在产品中使用这些微珠”。[66]

加拿大国会议员梅根·萊斯里（英语：Megan Leslie）在加拿大众议院提议将塑料微珠列入加拿大环境保护法中的有毒物质名单，得到“全员支持”。[67]2016年6月29日，该提议得到实施。[31][68]2018年1月，含塑料微珠的洗漱用品的进口和生产被禁止，其销售则将于2018年7月被禁止。[69][70]健康产品和非处方药中的塑料微珠将于2019年被禁用。[71][31]

新西兰 编辑

2017年12月4日，新西兰政府宣布将禁止塑料微珠在该国的生产与销售，该禁令将于六个月内生效。[72]

法国 编辑

2018年1月1日，法国发布了应用于水洗化妆品所使用塑料微珠生产、进口与销售领域的禁令。[73][74]

意大利 编辑

意大利设立了在2020年前禁止使用塑料微珠的目标。[75]

瑞典 编辑

瑞典将于2018年7月实施进口和生产禁令，销售禁令将于2019年1月生效。[76]

台湾 编辑

2018年1月1日，台湾实施了进口和生产禁令，销售禁令已于2018年7月1日生效。[7]

英国 编辑

英国政府发布了的清理产品以及水洗化妆品所使用塑料微珠的生产禁令，应用于英格兰地区。[77]禁令于2018年1月9日生效，[78]销售禁令将在2018年7月1日跟进。[79]由于英国其它地区的相关立法权下放至当地议会，预计各地方议会也将在走完正当程序之后通过类似法案。[80]

爱尔兰 编辑

2016年11月23日，爱尔兰住房、计划、社区与地方政府部（亦负责环境保护）部长西蒙·科文尼告知爱尔兰参议院称，因部分微珠对水生、岸生环境有潜在危害，故其打算在2017年知会欧盟理事会关于爱尔兰在部分个人护理产品中禁止塑料微珠使用的提案。该立法计划在2017年通过并实施。2016年11月25日，西蒙·科文尼以信件形式知会欧盟委员会。此外，爱尔兰也将会支持欧盟范围内的禁令。[81]

2018年底前，相关法案有望在爱尔兰众议院得到通过。[82]
