2015年麥加朝覲踩踏事故

2015年麥加朝覲踩踏事故，是指發生於2015年9月24日，在麥加的一起踩踏事故，造成至少769人死亡，934人受傷[1]。事發地點在距離麥加約7公里處的米納（英语：Mina, Saudi Arabia）（Mina），屬於麥加的郊區，俗稱「帳篷城（英语：Tent city）」（Tent city），因為每年大批信徒在此搭帳篷準備參加朝觐[5][6][7]。

据沙特阿拉伯当局称，踩踏事故发生在“掷石拒魔”（阿拉伯语：رمي الجمرات‎）的仪式上，但随后仪式发生混乱，引发了此次踩踏事故。[8]沙特阿拉伯卫生部门表示，朝觐者不按当局制定的时间表规定行事，在同一时间拥挤在同一地点，最终导致了踩踏事故的发生。[9]而當天沙烏地政府就對共28名事故責任人判處死刑，並於次日全部執行完畢[10]。

伤亡情况

根据沙特官方的数据，截至2015年9月30日，此次事故已造成至少769人死亡，934人受伤。[1]对于有媒体报道称事故造成上千人死亡，沙特官方对此进行澄清，早前向多國外交官出示近1100名死者照片協助確定身份，但有部分是于朝聖活動期間自然死亡，部分死于之前的起重機倒塌事故，並非所有死者都是死於踩踏事件[11]。

美聯社在2015年10月8日報道，至少1399人在此次事故中喪生，數字根據18個國家公佈其遇難國民人數的總和而得出，遠高於沙特當局公佈的數字；[12]之後又於10月19日把死亡人數上調至最少2177人，數字根據30個國家的公佈和媒體報道得出。[13]

中国驻沙特吉达总领馆25日对新华社记者说，一名中国甘肃籍女性在踩踏事故中遇难。[61]9月28日，中国外交部发言人洪磊确认，4名零散赴麦加朝觐者遇难，而中国朝觐总团的14500人没有伤亡。[62]此外，包括至少131名伊朗人、14名印度人及4名土耳其人在事故中遇难。[63][64]仍然有大概400名遇难者的国籍等待确认。[62]

追责

踩踏事故发生当天，沙特国王萨勒曼就下令斩首28名责任人，并于25日执行。被斩首的涉事人员被控违反安全规定、不服从命令，致使麦加发生踩踏事故，造成逾千名朝觐者死伤，令沙特名誉扫地。但有伊朗团体质疑沙特政府未经审判就处死涉事人员，认为此举“动机不纯”[10]。

事件之後

沙烏地阿拉伯與伊朗關係

沙烏地與伊朗的關係早已因為敘利亞內戰、葉門內戰而緊張，最終因為沙特阿拉伯處決著名什葉派反政府教士謝赫·尼姆爾，造成沙烏地阿拉伯駐伊朗大使館被攻擊，2016年1月3日宣布斷交。[65]

同時2016年5月，伊朗朝覲組織指責沙國未能滿足伊朗提出的保證伊朗朝聖者享有安全和尊重的要求，尤其是簽證和航班問題，因此原本伊朗64000名不參加當年度朝聖，轉而至卡爾巴拉進行。

事後防範

2016年活動開始前，發給朝聖者身份辨識手環，上有條碼可查詢個人資訊，像是病歷、身分、國籍和在麥加的落腳處等。同時有無人機等監控狀況，並有個機具及設備待命。[66][67]
