印度農民自殺問題

印度是一個農業國家，約60%的人口直接或間接地依賴於農業謀生。農民自殺佔印度所有自殺的11.2%，學者認為他們自殺是因為農作物因天氣而失收、債務負擔高昂、政府政策影響生計、個人心理健康和家庭問題等因素^[1][2][3]。2012年，印度國家犯罪記錄局（英语：National Crime Records Bureau）的統計數字指該年印度有13,754名農民自殺^[4]。

概論

印度農民自殺問題始於20世紀90年代，其中馬哈拉施特拉邦首先出現農民自殺的個案，不久安得拉邦也發生了類似事件^[5]。雖然印度政府未曾作出印度農民分佈的研究，但有說法指大多數農民自殺事件是發生在安得拉邦、馬哈拉施特拉邦、卡納塔克邦、喀拉拉邦和旁遮普邦^[6][7]。印度農民自殺問題頗為嚴峻，迫使了一些地方政府成立專責辦公室，處理農民自殺問題^[8]。

印度農民自殺背後的原因眾說紛紜^[9][10][11]。2004年至2006年間有研究指出有數個原因，如信用制度有風險、旱灾影響農業生產、農業收入差、缺乏替代性的收入機會、經濟低迷、缺乏適當的心理輔導等^[12][13][14]。2004年，孟買高等法院要求塔塔社會科學院（英语：Tata Institute of Social Sciences）提交報告，調查農民自殺問題^[15][16]，調查報告指政府冷漠，農民缺乏安全感，又不能獲取與農業有關的資訊，令他們感到絕望^[15]。2012年也有關於印度農民自殺的研究，指農民自殺的主要原因是債務、酒精成癮、環境、通貨膨脹、壓力、家庭責任、農業成本增加等^[17]；2006年則有研究指債務和經濟狀況是農民自殺的主要因素^[18]。

大眾文化

2008年的電影《2007年夏季（英语：Summer 2007）》和2009年的寶萊塢電影《種族（英语：Kissan）》集中談及印度農民自殺問題^[19]，而美國電視紀錄片《廣角（英语：Wide Angle）》2007年8月亦與印度農民自殺問題有關。2010年也有獲獎電影是基於馬哈拉施特拉邦的農民自殺及情緒問題，並指出於如何控制此問題^[20]。
