巴西簽證政策

外籍人士前往巴西需要到巴西駐世界各地使领馆（英语：List of diplomatic missions of Brazil）办理并出示签证后才能入境，除非该国公民有资格免签入境。

免簽證

下列国家或地区的普通護照持有人在停留巴西90天內無需簽證（除非另有說明）。在某些情況下，可以使用身份證件代替護照。[1][2]

1 - 對於克羅地亞、芬蘭、法國、愛爾蘭、波蘭、葡萄牙、羅馬尼亞、斯洛伐克、西班牙和英國的國民，最長可停留90天。對於其他歐盟公民，則可以在6個月內最多停留3個月。[3]
2 - 180天內最多停留90天
3 - 最多停留30天
4 - 最多停留60天
ID - 可以用身份證入境

免簽證僅限於與訪問簽證相同的訪問目的，如旅遊，商務，過境，藝術和體育活動。[92]

只要旅客不離開國際轉運區，任何國籍的公民機場過境都不需要簽證。[92]

西班牙國民特別需要持有每天至少170巴西雷亚尔的足夠資金證明，还有經確認的酒店住宿證明或巴西居民的經公證的邀請函，以及其证明下一個目的地。出差旅行的人士，持有公司原件信並註明出訪目的的情況下可免除提供这些资料。[2]

对于双重國籍的巴西公民，可以持有他國的護照以及任何證明巴西國籍的文件（例如巴西身份證或巴西護照過期）进出巴西。[93]如果他們不提供此類文件，則他們仍可以外國人身份進入巴西，但要遵守巴西簽證政策。[94][95]但是，通常只有在持有人的其他國籍不需要的簽證入境巴西時，這種情況才有可能。巴西僅在特殊情況下才会向具有双重國籍的巴西公民簽發簽證，例如那些在外國政府工作而禁止使用巴西護照的人。[96]

除安道爾、澳大利亞、加拿大、列支敦士登、摩納哥、新西蘭和美國以外，免簽證入境（以上所列）的國家的外交或公務護照的持有人也不需要簽證。

此外，還有阿爾及利亞、安哥拉、阿塞拜疆、貝寧、博茨瓦納、布基納法索、布隆迪、柬埔寨、喀麥隆、佛得角、中國、剛果、多米尼加共和國、埃及、赤道幾內亞、埃塞俄比亞、加蓬、加納、 幾內亞比紹、海地、印度、象牙海岸、約旦、肯尼亞、吉爾吉斯斯坦、老撾、黎巴嫩、馬拉維、馬里、毛里塔尼亞、摩爾多瓦、莫桑比克、緬甸、尼泊爾、尼日利亞、阿曼、卡塔爾、聖盧西亞、聖多美和普林西比、塞內加爾 、斯里蘭卡、蘇丹、坦桑尼亞、多哥、越南和讚比亞外交和公務護照不需要簽證。古巴、伊朗、巴基斯坦和烏茲別克斯坦的仅外交護照不需要簽證。[1]

未來的變化

巴西已與以下國家/地區簽署了免簽協議，但有待批准或執行：

2019年10月，巴西政府宣布打算單方面免除中國和印度國民的訪客簽證要求。[104]

旅游签证

  • 参加由研究或学术机构组织的科学研讨会或会议（需提供在巴西机构邀请函）
条款与条件
  • 旅游签证持有人严禁在巴西从事有偿或无偿工作，也不适用于学习目的。
  • 在巴西停留的期限通常为90天，签证过期前，访客可向巴西联邦警察局申请延期90天，巴西联邦警察局将视情批准延期时间。自首次入境之日起连续12个月内，访客最多可在巴西逗留180天。
  • 对于尚未与巴西建交的国家，例如科索沃、西撒哈拉，但不包括台湾，使领馆工作人员会将申请人的护照以通行证看待。[106]

过境签证

此签证与旅游签证的相关要求一致。另外申请人需提供前往目的国的机票、有效护照以及目的国领事机构签发的签证（如有需要），此签证有效期最多为10天（单次入境）。

文化和学术签证

申请要求
  • 进行巴西外交部承认的国际合作项目下的科学或技术活动
  • 外国科学家、教授、研究人员及其他专业人士参加确定日期、议程的会议或研讨会，不超过30天且不能延期，并可收取一定酬劳
  • 在巴西大学、研究所或类似机构内进行讲学、研究以及科学技术合作活动，且未在巴西签订工作合同
  • 国际交流机构项目下的交换学生（初中或高中交流项目）
  • 作为享受由巴西政府机构、国际组织或经授权的学生交换机构提供奖学金的见习生或无偿实习生
  • 作为年轻业余运动员在巴西接受训练（年龄在14至21周岁之间）
  • 接受关于巴西产机器设备的操作和/或维修技术培训
  • 特殊情况下，需要在巴西治疗疾病的
  • 无劳动合同，为宗教团体，社会服务组织或非营利非政府组织提供社区服务和参与志愿活动的
条款与条件
  • 持有人禁止在巴西进行有偿工作。教授、科学家或研究员在大学、研究所或类似机构开展活动或作为有偿发言人出席会议时，允许短期内（不超过30天）接受巴西方提供的报酬、允许巴西方提供奖学金、允许旅行、住宿和生活费由他人提供。
  • 当计划逗留超过90天时，临时一类签证持有人须在抵达巴西30天内到巴西移民局登记，提交护照及由本馆归还申请人的签证申请表原件。
  • 所提交的巴西文件必须在巴西经过公证。

商务签证

申请要求
  • 以商讨产品及服务的销售或采购、签定进出口定单、开拓投资机会为目的的短期商务访问。
  • 研讨会或者贸易/工业展览会的观众或展商。
  • 记者（短期访问的非常驻记者）
  • 媒体报道、电影制作
  • 无国际船员证或机组人员证的船员或机组人员，如需在离岸船只上工作，则必须申请工作签证。
条款与条件

本签证持有人最长可在巴西停留90天。

运动员/艺术家签证

运动员/艺术家签证适用于外国公民作为演艺人士和体育人士得到来自巴西的资助但不打算在巴西工作，以及从事娱乐的技术人员和专业人士，特别是作为某艺术家的助手参加某活动，但不打算受聘于该国的任何个人或法人实体的人士。自首次入境之日起，临时三类签证有效期最长为90天；该签证可在联邦警察局延期90天。

学生签证

学生签证适用于被巴西教育和文化部认可的高等院校录取的学生（无论有无奖学金），赴巴西学习的包括交换生在内的任何年级本科生或研究生须申请此种签证。

特殊短期停留签证

申请要求
  • 申请人与巴西公司不存在雇佣关系；
  • 在巴西停留期限不超过90天；
  • 工作内容必须为技术交换或技术类支持。

工作签证

申请要求
  • 提供各种性质的服务，包括公司内部的，即外国公民受雇于总部设在巴西的经济集团；
  • 为巴西政府提供服务，特别是根据巴西参与的国际协议所提供的服务；
  • 持巴西劳动合同的工作，时间不超过2年；
  • 无论有无合同(RN61/04)情况下，提供不超过90天的技术服务支持，如对销售到巴西的机器设备进行安装、装配或维修；
  • 外国公司员工赴其巴西子公司进行培训或实习，且其报酬仅由该外国公司在巴西以外支付；
  • 刚结束大学学习或职业学习后，外国公民在非正式雇佣的情况下接受职业培训；
  • 科学家、研究人员、教授；
  • 外国教师赴巴西教授外语；
  • 船员和其他石油/天然气专家在巴西水域提供服务；
  • 在巴西公司租用的渔船上工作的船员；
  • 在巴西水域上运营的邮轮船员，其他在巴西海岸线、亚马逊河流域及其它内陆水运航道运营的邮轮上的有偿专业人员；
  • 在巴西教育部认可的教育机构或医院进行驻院实习；
  • 职业运动员。

常驻媒体记者签证

本签证适用于外国媒体（包括平面媒体、广播或电视新闻工作者），外国政府或商业新闻机构人员。有效期最长可达4年；签证到期前一个月，申请人可在巴西向联邦警察局申请提出延期请求。

传教士/宗教人士签证

本签证适用于作为宗教人士的外国人前往巴西从事宗教活动或宗教学习，该签证需经巴西外交部审核。

永久签证

巴西的永久签证可分为永久签证-家庭团聚、永久签证-普通法伴侣临时或永久签证、永久签证-长期工作签证、永久签证–投资类、永久签证– 退休类等类型。

2014年世界杯足球赛特别签证政策

任何参加2014年世界杯足球赛相关活动的外国公民，可签发特殊临时类签证，免收签证申请费。[107]

2016年奥运会特别签证政策

2016年夏季奥林匹克运动会期间，所有游客均可获得免除入境签证并逗留90天的待遇。[108]
