軒馬士區議會（英语：District Council of Hindmarsh）（英語：District Council of Hindmarsh）是在當地成立的首個地方政府，於1853年成立，[5] 其地界覆蓋阿德萊德西北市郊，阿德萊德港以南、多倫士河（英语：River Torrens）以北的地區。當時軒馬士區議會之地界，與今日司徒德市之地界頗為相似。由1874年至1997年的百多年間，當地的行政區劃歷經多次變遷，而演化成今天的分界。
1874年，軒馬士鎮（英语：Town of Hindmarsh）（英語：Town of Hindmarsh）從軒馬士區議會分出。翌年，軒馬士區議會更名為活圍區議會（英语：District Council of Woodville）（英語：District Council of Woodville）。[6][7] 軒馬士鎮的範圍包括軒馬士（英语：Hindmarsh, South Australia）、寶登（英语：Bowden, South Australia）、賓頓（英语：Brompton, South Australia）、歌來敦（英语：Croydon, South Australia）等鄰近城市的社區，以及後來的利儂柏（英语：Renown Park, South Australia）。活圍區議會的治所則位於現時活圍路的市中心地區。
隨著1887年區議會法案（英语：District Councils Act 1887）（英語：District Councils Act 1887）生效，南澳州的地方行政架構再一次改組。1888年，嘉蘭圍區議會（英语：District Council of Glanville）的一部分被拼入活圍區議會，成為區議會的達雲港選區。考慮到嘉蘭圍的另一部分已於此前另置新馬坊鎮（英语：Town of Semaphore），活圍區議會之西界遂變為由多倫士至嘉蘭圍堡（英语：Fort Glanville）的海岸線。
1915年12月，位處海濱的軒利海灘（英语：Henley Beach, South Australia）和嘉雲治（英语：Grange, South Australia）從活圍區議會分出，並與原屬西多倫士區議會的西灘地區共同組成軒利及嘉雲治公司市鎮（英语：City of Henley and Grange）。[8]
1993年，活圍區議會與軒馬士鎮重新合併為軒馬士活圍市（英语：City of Hindmarsh Woodville）（英語：City of Hindmarsh Woodville）。1997年，軒馬士活圍市與軒利及嘉雲治市（英语：City of Henley and Grange）（英語：City of Henley and Grange）合併，組成現時之司徒德市。
