克利福德·德懷特·瓦爾多（英語：Clifford Dwight Waldo，1913年9月28日—2000年10月27日）是美國政治學家，也許是現代公共行政的決定性人物[1]。瓦爾多的職業生涯經常針對官僚主義的科學以及其技術描述，以及建議現在應使用「公共管理」一詞而不是公共管理的政府。並在《公共行政的事業》（The Enterprise of Public Administration）一書中提出14個要點，做為重建公共行政理論與實務的思考方向[2]。
