第16届（英语：16th Parliament of Sri Lanka）斯里兰卡议会选举于2020年8月5日举行，选出新一届议会225个议席[2][3][4]。本届共有16,263,885名符合资格的选民，其中青年选民占31.95%[5][6]。

执政联盟斯里兰卡人民自由联盟凭借145个议席的压倒性胜利胜选[7][8][9]，其后是赢得54个议席的团结—人民力量（英语：Samagi Jana Balawegaya）和3个人民解放阵线[10][11][12]。主要反对党统一国民党领导层分裂之后，经历了历史上最糟糕的表现，仅获得1个席位，位列第四[13]。

受2019冠状病毒病疫情（英语：COVID-19 pandemic in Sri Lanka）肆虐影响，选举时间两度推迟，最终确定为2020年8月5日[14][15]。选举前夕，中央选举委员会按照健康指南的要求，于6月举行了2019冠状病毒病防控的模拟选举[16][17]。

最初的报道估计整体投票率为70％，较上一届（英语：2015 Sri Lankan parliamentary election）有所下降，主要是疫情所致[18]。计票工作于8月6日上午9时许启动[19]。新一届议会预计于2020年8月20日重新召开[20][21]。

2018年11月，总统邁特里帕拉·西里塞納在宪政危机中解散议会后，曾要求提前举行大选，计划将议会选举提前一年至2019年1月5日举行[22]。最高法院后来驳回该决议，要求暂缓大选，将议会选举的日期恢复至2020年[23]。

背景 编辑

2018年宪法危机期间，戈塔巴雅·拉贾帕克萨解散议会并要求大选，提名马欣达·拉贾帕克萨出任总理，但该提名未获得议会大多数支持[22]。

然而，斯里兰卡最高法院认为解散议会不符合宪法，暂缓解散，大选的提前也因为司法案件正在处理而暂缓。2018年12月13日，最高法院裁定解散议会不符合宪法，将选举时间恢复到原定日期[24]。

2020年5月19日，选举委员会考虑到2019冠状病毒病疫情推迟选举，但未宣布新日期[25]。5月20日，选举委员会通知最高法院澄清选举的具体日期为2020年6月20日[26]。6月10日，选举委员马欣达·德沙普里亚确认推迟的议会选举将在8月5日举行。7月17日，经过长时间的拖延，卫生、营养与原住民医学部（英语：Ministry of Health, Nutrition and Indigenous Medicine）就选举卫生指南发布公报[27]。

COVID-19疫情 编辑

2020年3月19日，斯里兰卡包括2019冠状病毒病病例数有所增加，但政府继续直到3月18日结束的选举提名期[28]。3月19日，提名期结束后不久，选举委员会行使权力推迟选举[25]。推迟日期最初定为4月25日，之后再因疫情推迟到6月20日，之后再推迟至最终日期。斯里兰卡因此与波兰、韩国、新加坡、叙利亚和塞尔维亚一道成为在疫情期间举行选举的国家[29][30]，也是首个在疫情期间举行选举的南亚国家[31]。

卫生官员就选民安全作出特别安排，在选举之前用消毒剂对投票站（包括投票站的内部和外部摊位）进行消毒[32]。

选举制度 编辑

是次选举通过22个多议员选区（英语：Electoral districts in Sri Lanka）选出196名议员，采用漢狄法及開放名單比例代表制制度[33][34]。余下29个议席由参选的各政党和无党籍组织按照全国得票份额比分配[35][36]。选举委员会宣布选票可以投票给一个主要政党，最多可以选出3个人进行排序投票[37]。

参选政党 编辑

参与选举的主要政党和联盟包括总统戈塔巴雅·拉贾帕克萨联盟、执政党斯里兰卡人民自由联盟、拉尼尔·维克勒马辛哈的主要反对党统一国民党、萨吉斯·普里马达萨（英语：Sajith Premadasa）的团结—人民力量（英语：Samagi Jana Balawegaya）、阿努拉·库马拉·迪萨纳亚克的人民解放阵线。总统戈塔巴雅此前于2019年11月当选总统。

统一国民党的独立派系团结—人民力量由萨吉斯·普里马达萨于2020年2月成立，当时萨吉斯和拉尼尔·维克勒马辛哈就统一国民党的存在仇隙，就领导问题产生创意分歧[38][39][40]。虽然刚刚成立，该党仍自称是主要反对党[41]。

2020年3月19日，选举委员会主席马欣达·德沙普里亚（英语：Mahinda Deshapriya）透露，鉴于2019冠状病毒病疫情，选举无限期推迟[42][43]。斯里兰卡政府最初坚持定于举行的选举于4月25日按原计划举行，但禁止竞选集会和会议[44]。在与其他南亚区域合作联盟领导人举行视频会议时，斯里兰卡总统戈塔巴雅·拉贾帕克萨确认选举按原计划举行[45]。尽管总统表示选举照常举行，选举委员会还当用权力将日期推迟到6月20日[46]。这导致总统办公室与宪法产生危机，事件交由法庭裁决[47][48]。

6月10日，选举委员马欣达·德沙普里亚确认议会选举推迟至8月5日举行，需遵循严格的健康措施和指引[49][50][51]。

多方消息来源认为，由于病毒令人担忧，初期投票率会进展缓慢，但到了清晨会逐渐回升[52][53]。这是斯里兰卡首次在疾病疫情期间举行大选[54]，选举委员会建议选民自带蓝色或黑色原子笔，遵循预防性保持距离指南迅速完成投票[55][56]。官方也建议选民佩戴口罩，在进出投票站时用消毒搓手液消毒[57][58]。

投票当天，选举主席马欣达·德沙普里亚在巡视投票站时投票，而非选择邮寄投票。这是他九年来首次现身投票站[59]。约82000名安全人员和6万多名医护工作者在选举期间戒备[60]。可伦坡证券交易所（英语：Colombo Stock Exchange）于晚上12点30分提前关闭[61]。

出口民调观点 编辑

最初的出口民调报告和观点认为执政的人民自由联盟是在选举中胜选的头号种子，主要归功于遏制冠状病毒疫情的工作大获成功，以及统一国民党领导的政府被批评情报搜集工作不力，引发2019年复活节袭击[62][63]。

竞选活动 编辑

参选人的竞选活动据报花费22亿卢比，其中团结—人民力量的花费最高。竞选活动大多由参选人通过Facebook等社交媒体平台安排，由于公众集会被禁止[64][65][66]2020年6月，统一国民党成为首个使用数字竞选活动的政党[67]。

斯里兰卡财政部向选举部门拨款85亿卢比，用于选举支出。2020年7月，人民自由联盟主席戈塔巴雅因采用环保方式举行竞选活动被授予零碳认证证书[68]。戈塔巴雅的竞选活动是全球首个获得零碳认证的选举活动[69]。

人民阵线的竞选活动强调振兴经济及修宪，包括2015年议会选举后获得通过的争议性第十九修正案（英语：Nineteenth Amendment to the Constitution of Sri Lanka）[70]。拉贾帕克萨兄弟一直批评该修正案削弱了执政总统的主要权力。

选举专员于2020年8月2日限制了所有竞选活动[71][72]。

  • 7月30日 – 选举委员会宣布所有竞选活动和宣传活动必须于8月2日午夜结束[94][95]。

违规事件 编辑

选举违规行为监测中心指，根据调查，约有340起与选举违规有关的小事件，其中约167起为非法竞选、59起为恐吓、24起为非法海报展板，另有部分涉及违反健康指引。人民自由联盟所受投诉最多，约161起，其次是团结—人民力量，有40起，之后是统一国民党，有18起[96]。

操纵意图 编辑

代表泰米尔国民阵线（英语：Tamil National Alliance）的贾夫纳选区参选人M·A·苏曼西兰（英语：M. A. Sumanthiran）被指在优先次序选票点票期间存在不当行为，在选举结束后坐在点票中心内，而非按照规则在点票期间离开点票现场[97]。苏曼西兰否认有关指控，指出点票工作在不同地点举行，再被带到选区主要的点票中心，最终结果需要经点票站现场的各党派代表确认和同意后公布。苏曼西兰透露点票期间他一直在家，没有出现在任何点票中心，只是在结果即将公布前前往宣布现场，其他参选人，包括沙希卡拉·拉维拉杰都在场，还跟选举主任交谈[98]。沙希卡拉的女人和纳达拉·沙希卡拉（英语：Nadarajah Raviraj）谴责苏曼西兰打算犯规，可能意图操纵最终结果[99]。

统一国民党违规指控 编辑

团结—人民力量指责统一国民党主席拉尼尔·维克勒马辛哈试图通过优先次序投票保住他的席位，指统一党未能取得保住议会国民席位所需的至少5%的总票数[100][101]。

选举结果 编辑

首批正式的选举结果于2020年8月6日下午陆续公布，从加勒区的邮寄选票开始[102]。

斯里兰卡人民自由联盟凭借59.09%的得票率在18个选区赢得145席，成为议会最大党，而他们主要的对手团结—人民力量则赢得23.90%的票数共54席[103][104][105]人民自由联盟成功打出113个议席的多数门槛，在各个选区获得128席，在选举名单获得17席，共145席[106]。结果预计会进一步扩大拉贾帕克萨家族在斯里兰卡政界的影响力，人民自由联盟仅需要与其他小党派的5个席位进行合作，便可以达到启动宪法修改所需的多数席位门槛，其中部分席位可能会推翻2015年生效的多个修正案（包括增加议会和总理的角色、推行负责司法任命、警察、公共服务和选举进行的独立委员会）。拉贾帕克萨家族另有四人（除马欣达外）当选议员，包括马欣达儿子纳马尔（英语：Namal Rajapaksa）、哥哥查马尔（英语：Chamal Rajapaksa）、他的儿子沙舍恩德拉（英语：Shasheendra Rajapaksa）和侄子尼普纳·拉纳瓦卡（英语：Nipuna Ranawaka）[107]。得票和席位第二多的团结—人民力量有望去主要反对党统一国民党的位置，尽管该党是由国民党管理层产生分歧所成立的[108][109]。隶属于泰米尔少数族裔（英语：Tamils in Sri Lanka）的政党失去多个议会，可能会削弱影响力，其对在联邦国家实行自治的渴望可能会被外界质疑毫无进展。

选举委员会透露马欣达·拉贾帕克萨在选举期间获得了527,364票的最高排序票数[110]。
