紐西蘭二級行政區劃

「郡市」（英語：Districts and Cities），是紐西蘭的二級行政區劃，由「區域當局」（Territorial Authority）管轄。現今紐西蘭共有67個區域當局，包括13個市議會、53個郡議會、及查塔姆群島議會。其中6個區域當局（奧克蘭議會、吉斯伯恩郡議會、塔斯曼郡議會、納爾遜市議會、馬爾伯勒郡議會、及查塔姆群島議會）除了本身的職權外，同時也具有「區議會」（Regional Council，紐西蘭的一級行政區劃）的功能，因此亦稱為「單一管理區當局」（Unitary Authority）。紐西蘭域外領土是不在地方政府管轄範圍內的離島，包括克馬德克群島、三王群島及亞南極群島，直接由中央政府的環境保護部管轄。

備註

部份郡市位於兩個以上大區境內。 單一管理區將地方及郡市兩級行政區劃合併。 查塔姆群島領地由查塔姆群島議會管轄。 紐西蘭域外領土是不在地方政府管轄範圍內的離島，包括克馬德克群島、三王群島及亞南極群島。

庫克群島及托克勞是紐西蘭的聯繫邦國。 托克勞是由紐西蘭管轄的境域。 羅斯屬地是紐西蘭在南極的屬地。

職權

根據《地方政府法》及《資源管理法》，區域當局的職權包括：^[1]

• 區域永續發展。
• 供應基礎設施，包括供水、污水、排水及道路。
• 環境安全及衛生管理、區域性應急管理和民防準備、建築管理、公共健康檢查。
• 土地用途管理、噪音管理及湖泊河川活動管理。

區域當局共分為兩種：

• 郡議會（District Council）
• 市議會（City Counil）

兩者職權完全相等，唯一的差別在於市議會的管轄範圍人口必須達50,000人的都會地區。

此外，6個區域當局除了本身的職權外，同時也具有地方議會的功能，因此亦稱為單一管理區當局：

• 奧克蘭議會
• 吉斯伯恩郡議會
• 塔斯曼郡議會
• 納爾遜市議會
• 馬爾伯勒郡議會
• 查塔姆群島議會

邊界劃分

郡市的地理範圍主要是依據生活圈、社區及交通劃分，而地方的地理範圍主要是依據河流流域劃分。由於紐西蘭的二級行政區與一級行政區，職權互補且互不隸屬，因此也有不少郡市位於兩個以上地方境內，如陶波區便位於四個地方境內。^[2]
